Connecticut PUC Issues Integrated Resource Planning Draft Decision

The Connecticut DPUC has issued a Draft Decision in its review of the Integrated Resource Plan (or "IRP").  The IRP is required by Connecticut law and dictates that the state's electric distribution companies (Connecticut Light & Power and United Illuminating) work with the Connecticut Energy Advisory Board (CEAB) to develop a plan for the procurement of energy resources including conventional and renewable generating facilities.

In relation to renewable resources, there is a recognition that the Renewable Portfolio Standards will put pressure on the REC market throughout New England.  However, the DPUC finds that there are sufficient renewable resources in the near-term to support the RPS requirements.  Further, the DPUC concluded that to the extent the RPS is not met by generation, it can be met by the Alternative Compliance Payment of $55/MWH.

Based on these conclusions, the DPUC will not undertake, and neither will the EDCs, the procurement of additional generation or demand side resources at this time.
